Barua kwa WageniA Letter for Exiles
The first letter of Peter is written to a church under pressure. Its readers were scattered believers living in a hostile world, and Peter wrote, as best we can tell, on the eve of a great storm of persecution. From beginning to end this short letter is about suffering — how to bear it, how to think rightly about it, and how to hold fast to Christ when the world turns cold. Yet Peter does not open by handing the church a strategy for hard times. He opens by telling them who they are. Before a single command, before one word about how to endure, the salutation anchors the believers in their identity before God. Everything that follows in the letter grows out of these two verses. So we begin where Peter begins: with the question of identity, because a church that knows whose it is can suffer well.
Petro, Mtume wa Yesu KristoPeter, an Apostle of Jesus Christ
Alikuwa amemwona Bwana akiteswa; hahubiri mateso akiwa mbali salama. The writer names himself in the first word: Peter. His own story gives weight to every line. He had been Simon the fisherman, a man of Galilee, until the Lord looked at him and gave him a new name — Peter, which means rock. He walked with Jesus, saw His miracles, and confessed Him as the Christ, the Son of the living God. Yet this same man denied his Lord three times on the night of the trial and went out and wept bitterly. And it was this same fallen man whom the risen Christ tenderly restored, three times asking, "Do you love Me?" and three times charging him, "Feed My sheep." So Peter writes not as a stranger to weakness but as one who has known both bitter failure and amazing grace. He calls himself an apostle — one sent with the authority of Christ — and later in the letter he adds that he is "a witness of the sufferings of Christ" (1 Peter 5:1). He had seen the Lord suffer; he does not preach suffering from a safe distance.
Wageni wa UtawanyikoPilgrims of the Dispersion
Peter writes "to the pilgrims of the Dispersion" scattered across five regions — Pontus, Galatia, Cappadocia, Asia, and Bithynia — all of them provinces in Asia Minor, the land we now call Turkey. Two words shape how we are to see these believers. The word Dispersion (in Greek, diaspora) pictures God's people sown like scattered seed among the nations, far from any center of their own. The word pilgrims — also rendered strangers or sojourners — pictures resident aliens, people living in a land that is not their home, with no permanent stake in it. Peter is teaching the church its deepest identity: the believer is an exile. Our true citizenship is in heaven, and we pass through this world as strangers traveling toward home. This single image runs through the whole letter like a spine. A people who know they do not finally belong here can face rejection without being crushed, because their treasure and their home lie elsewhere.
Peter names the very places these believers were scattered — Pontus, Galatia, Cappadocia, Asia, and Bithynia — a wide arc of provinces across what is now Turkey. They were spread thin across a vast and often hostile world, far from one another and far from any earthly center of strength. The phrase "pilgrims of the Dispersion" carries a double weight. Israel had long known a literal Dispersion, the scattering of the Jews among the nations; now Peter uses that same language for the church, whether Jewish or Gentile, to say that every believer lives scattered in a world that is not home. We are resident aliens, holding the citizenship of heaven while we lodge for a time on foreign soil. To people who felt isolated and out of place, Peter’s first word is not pity but dignity: their scattering is not abandonment but the very shape of pilgrim life.
Waliochaguliwa na BabaChosen by the Father
Peter calls these scattered exiles "elect according to the foreknowledge of God the Father." To be elect is to be chosen by God, and Peter grounds the believers' whole standing not in their own worth or works but in God's prior choice. This is a word of enormous comfort to a suffering church: you are not an accident, not forgotten, but chosen.
The phrase "according to the foreknowledge of God" has been understood by godly Christians in two main ways, and a fair lesson should set both before you. Many in the Reformed tradition take foreknowledge to mean that God set His love upon His people and foreordained them beforehand — so that to be foreknown is to be chosen by God's sovereign, gracious will. Others understand it to mean that God, who knows all things before they come to pass, foreknew who would believe, and chose them in that light. Sincere believers hold each view, and this unit does not press one upon you; that lies in the realm where careful Christians may differ. What both readings agree upon is the heart of the matter, and it is exactly the comfort Peter intends: the believers' salvation rests upon God and His choosing, not upon the shifting circumstances around them. Whatever the storms, they are chosen, they are loved, and they are not forgotten.
Waliotengwa na RohoSet Apart by the Spirit
Next Peter says the believers are chosen "in sanctification of the Spirit." To sanctify is to set apart for God, to make holy. The Holy Spirit is the One who does this work — setting the believer apart decisively when he is first brought to Christ, and then steadily making him more holy through all his days. Notice how the salutation is now naming the Persons of the Godhead one by one. The Father chooses; the Spirit sets apart. A third will follow. The reader is being shown that this one salvation is the work of the whole Trinity, each Person acting in one harmonious purpose to save.
Waliokombolewa na MwanaRedeemed by the Son
The third phrase completes the pattern: the believers are chosen "for obedience and sprinkling of the blood of Jesus Christ." Here the Son takes His place beside the Father and the Spirit. The picture of sprinkling blood reaches back to Mount Sinai. In Exodus 24, when God made His covenant with Israel, Moses took the blood of the sacrifices and sprinkled it on the people, sealing them in covenant and binding them to obey. Peter says a greater thing has now happened. By the blood of Jesus Christ, believers are cleansed from their sins and brought into a new covenant, sealed as God's own. And the goal of this cleansing is obedience — not a cold keeping of rules, but a whole life given over to follow the Lord who bought them. They were not chosen merely to escape punishment; they were chosen unto a new and obedient life.
In one breath of greeting Peter has named the Father who chooses, the Spirit who sanctifies, and the Son who redeems — one salvation, the work of the whole Triune God.
Peter says they were chosen "for obedience and sprinkling of the blood of Jesus Christ" (1 Peter 1:2). Both phrases reach back to the foot of Mount Sinai. When God made His covenant with Israel, the people promised obedience, and Moses took the blood of the sacrifice and sprinkled it on them, sealing them as God’s covenant people (Exodus 24:7-8). Peter sees the same pattern fulfilled in Christ. We were chosen unto obedience, a life that submits to God, and brought under the sprinkled blood, not of bulls and goats, but of Jesus Christ Himself. That blood does what the old blood only pictured: it cleanses, it forgives, and it binds us to God in a covenant that cannot be broken. So election is not a cold decree but a warm purpose, drawing a scattered people into obedience and washing them in the blood of the Son.
Neema na Amani ZiongezweGrace and Peace Multiplied
Peter ends his greeting with the two great gifts of the gospel: "Grace to you and peace be multiplied." Grace is God's unearned favor, the kindness that saves and sustains; peace is the wholeness and rest that grace brings. The order is not accidental — grace comes first, and peace follows, for there is no true peace with God or in the heart until grace has done its work. But notice that Peter does not stop at "grace and peace." He prays that they be multiplied — that they would increase and abound, growing greater and greater in the believers. This is a fitting prayer for a people about to walk into trial. They will need not a thin trickle of grace but a flood of it, not a fragile peace but a deep and growing one. The greeting is really a pastor's prayer, asking God to pour out in ever-increasing measure exactly what a suffering church will need to stand.
Utambulisho Kabla ya UstahimilivuIdentity Before Endurance
Before Peter says one word about how to suffer, he has told the church everything it most needs to know about itself. They are the chosen of the Father. They are sanctified by the Spirit. They are redeemed and brought into covenant by the blood of the Son, cleansed and called to obedience. And they are exiles — pilgrims of the Dispersion — whose true home is in heaven while they live as strangers on earth. This is why Peter begins here. A church that knows it is chosen, holy, redeemed, and bound for home can face rejection and trial without losing heart. Identity comes first; endurance grows out of it. The whole letter is, in one sense, simply the unfolding of this opening word: remember who you are, and whose you are, and you will be able to stand.
