Wito wa Kibiblia wa Kuiongoza Nyumba ya MunguThe Biblical Call to Lead God's House

Tukio JangwaniThe Scene in the Desert

Picture the camp at sunrise. Tents to the horizon in every direction, smoke from a thousand cooking fires rising straight in the still morning air, and already the line is forming. Before Moses has finished his bread, they are standing before him — a man whose ox has gored his neighbor's ox, two brothers quarreling over a strip of land, a widow cheated of her wages. Moses sits, and the people stand about him from the morning unto the evening. One case, then the next, then the next. The line does not shorten. It only changes faces. The sun climbs and the sun falls, and Moses is still there, judging alone, telling each man the statutes of God and making them know His laws.

Basi kuna mgeni kambini. Mbona wewe umeketi peke yako, na watu hawa wote wanasimama karibu nawe tangu asubuhi hata jioni?”Now there is a visitor in the camp. Jethro, the priest of Midian, Moses' father-in-law, has come out to the wilderness to bring Moses his wife and sons. And on this day Jethro watches. He says nothing while the sun climbs. He watches the whole long day — the patience of Moses, yes, but also the weariness, the slumping shoulders, the line that never ends. And in the evening, when it is finally over, the old priest speaks: “What is this thing that thou doest to the people? Why sittest thou thyself alone, and all the people stand by thee from morning unto even?”

Kisha inakuja hukumu iliyoubadilisha uongozi wa watu wa Mungu milele: “Jambo hili ulifanyalo si jema. Hakika utadhoofika wewe, na watu hawa walio pamoja nawe pia; maana jambo hili ni zito mno kwako; huwezi wewe kulitenda peke yako.”Then comes the verdict that reshaped leadership for the people of God forever: “The thing that thou doest is not good. Thou wilt surely wear away, both thou, and this people that is with thee: for this thing is too heavy for thee; thou art not able to perform it thyself alone.”

Not good. Linger on those two words. They are the same words God spoke over the one thing in all of Eden that was not good: “It is not good that the man should be alone.” And here it is again, in the desert, over a leader. It is not good that the leader should be alone. The aloneness that looks like devotion is the very thing God calls not good.

Mpango wa Yethro Uliobuniwa na MunguJethro's God-Designed Pattern

Lakini Yethro hatambui ugonjwa tu. Anampa Musa tiba — muundo: “Zaidi ya hayo utajitafutia katika watu hawa wote watu walio hodari, wenye kumcha Mungu, watu wa kweli, wenye kuchukia mapato ya udhalimu; ukawaweke juu yao, wawe wakuu wa maelfu, na wakuu wa mamia, na wakuu wa hamsini, na wakuu wa kumi.”But Jethro does not merely diagnose the disease. He hands Moses the cure — a structure: “Moreover you shall select from all the people able men, such as fear God, men of truth, hating covetousness; and place such over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.”

Look closely at the men he is to choose, because the order tells you what matters. Able — yes, competence is required; God's work is not served by the incapable. But notice what comes next, and how much of it there is. Able men who fear God. Men of truth. Men hating covetousness. One word for ability, and three for character. The gifted hand is necessary, but the God-fearing heart is weighed first. Character before competence — both, always both, but character first.

And then the structure itself: rulers of tens, fifties, hundreds, thousands. A ladder of shared responsibility, so that the small matter is settled near the people who brought it, and only the great matter, the hard matter, climbs all the way up to Moses. “Every great matter they shall bring unto thee, but every small matter they shall judge.” The leader is not removed from the work; he is freed for the work that only he can do.

Hapa pana jambo linalostahili kusimama na kulitafakari. Mpango huu ulitoka wapi? Here is something worth stopping over. Where did this pattern come from? Not from Sinai. Not, in this moment, from the cloud or the fire or the voice that called from the bush. It came from the mouth of Jethro — a Gentile, a priest of Midian, a man outside the covenant, Moses' father-in-law. Was God any less in the counsel because He sent it through an unexpected man? I do not believe He was. The text says simply, “So Moses hearkened to the voice of his father in law, and did all that he had said.” Moses, who spoke with God face to face as a man speaks with his friend, bowed his head to wisdom that came through his wife's father. There is a humility in that we should not rush past. God is not too proud to order His house through whatever vessel He chooses. And the ordering of His house is not beneath the notice of His Spirit. Administration, rightly seen, is not a distraction from the holy work. It is part of it. It is a gift.

KanuniThe Principle

So this is where biblical administration begins — not in the cold corridor of policy and committee, not in a borrowed business manual, but in the mercy of God toward a tired leader and a waiting people. Let me say plainly what administration is and what it is not. It is not the world's bureaucracy smuggled in through the side door of the church. It is the God-ordained ordering of God's house, so that the work of God does not crush the man of God or starve the people of God.

Fujo ndiyo adui. Mungu yule yule aliyetenga nuru na giza na kuziweka nyota katika njia zake hajawa ghafla mzembe kuhusu jinsi kanisa lake linavyoendeshwa.Consider two roads, and where each one ends. An ungoverned church does not drift upward into greater spirituality; it slides down into greater chaos. And a leader who will not share his load does not rise into greater faithfulness; he sinks into greater exhaustion, and an exhausted leader is finally a useless one. That is why, generations later, Paul writes to a congregation that had grown drunk on its own gifts and gone wild in its worship, and gives them a single steadying word: “Let all things be done decently and in order.” Order is not the enemy of the Spirit. Disorder is. The same God who divided the light from the darkness and set the stars in their courses has not suddenly become careless about how His church is run.

Kanuni Ikitumika LeoThe Principle Applied Today

Sasa na tulilete jambo hili nyumbani. Jiwazie mtu mwingine, katika siku zetu. Anachunga kanisa dogo. Now let it come home. Picture a different man, in our own day. He pastors a small church. He preaches twice on Sunday and again on Wednesday. He visits the sick, buries the dead, marries the young, counsels the troubled, runs the sound board, prints the bulletin, mows the church lawn, and balances the books late on Saturday night when his family is already asleep. He cannot remember the last time he opened the Word for his own soul rather than for a sermon. His joy has quietly leaked away and he does not know where it went. He is Moses before Jethro came. And here is the cruelest part: he calls it devotion. He wears his exhaustion like a medal. But it is not devotion. It is a slow disobedience to a pattern God Himself laid down. The most spiritual thing that weary pastor could do this week may be to find a few able, God-fearing people and hand them real work.

Kuutii mpango wa Yethro kunaonekanaje sasa? Kunakwenda kwa hatua tatu. Kwanza, inua watu hodari wanaomcha Mungu. What does obedience to Jethro's pattern look like now? It moves in three steps. First, raise up able people who fear God. Not the loudest volunteers and not the largest givers, but the ones who love the truth and hate dishonest gain — the same four marks Jethro named. Character before competence; weigh the heart first. Second, build a structure that carries the load. Deacons, team leaders, ministry heads — rulers of tens and fifties and hundreds — so that the small matter is settled near the people and only the great matter reaches the pastor's desk. Third, guard the great matters for the leader. When a pastor is freed from everything others can do, he is freed for the few things only he can do: the Word, prayer, and the shepherding of souls.

Mitume walielewa jambo hili sawasawa. The apostles understood this exactly. When the daily ministry to the widows grew too large and complaints arose, they did not simply work harder. They said, “It is not reason that we should leave the word of God, and serve tables,” and they appointed seven men of good report, full of the Spirit and wisdom, to that work — “but we will give ourselves continually to prayer, and to the ministry of the word.” That is Jethro's pattern, baptized into the church. Delegation did not make the apostles less devoted. It made them free to be devoted to the right thing.

Chini ya Yote: Wakili, Si MmilikiUnder It All: Steward, Not Owner

And beneath every chart and team and budget, one stake driven into the ground: the leader is a steward, not an owner. The church was never Moses' people; they were God's people, lent into his care. The flock is never the pastor's flock; it is the flock of the Chief Shepherd, entrusted to an undershepherd who will one day give account. We will say much more of this in the next unit. For now it is enough to see that the careful ordering of the house is itself an act of worship — that a man would arrange the house of God with such care precisely because it is the house of God, and not his own.

One last thing, and I want to leave a little wonder standing in it. When Moses obeyed, the text gives us a small line that is easy to read past: the people “went to their place in peace.” Not only Moses found relief — the people did. Good administration is not a burden laid upon a congregation; it is a peace given to it. There is a holy quiet that settles over a church when the work is shared, when the gifted are deployed, when no one is crushed under too much and no one is left idle with nothing. Is that peace merely the fruit of good management? I do not think it is only that. I think it is the fingerprint of the God who ordered the heavens and numbered the days of creation, and who still, after all these years, cares how His house is kept. Biblical administration, then, is Spirit-led stewardship of God's house — so that the leader is not consumed, the people are not neglected, and the church is set free to fulfill the Great Commission decently and in order.
