Tunachohifadhi.
Up to this unit, the focus has been on the pastor's work with individuals — preaching to them, marrying them, burying them, visiting them, discipling them, counseling them. This unit pivots. Here the question is not how the pastor cares for one person, but how the pastor leads the whole body. How does he work with deacons and elders? How does he move a congregation toward decisions? How does he handle conflict when it breaks out? How does he steward the time, the money, the building, the staff, the calendar that make up the practical life of a church?
A pastor who is excellent in the pulpit and useless in leadership will lose his church to chaos. A pastor who is a brilliant administrator but cold in the pulpit will run an efficient organization that produces no disciples. The faithful pastor is both. He preaches the Word, and he leads the people. Scripture treats these as one calling, not two.
I. Mchungaji kama Kiongozi wa Kiroho, Si Mkurugenzi MtendajiI. The Pastor as Spiritual Leader, Not CEO
The modern world tempts pastors to think of themselves as small-business owners, executive directors, or corporate chief executives. Conferences package leadership in business-school terms. Books promise pastors how to grow numbers, manage budgets, and build brands. There is some wisdom in that literature — administration is administration in any setting — but the pastor must never forget that he is something different from a CEO. He is a shepherd.
Peter framed it permanently: "Shepherd the flock of God which is among you, serving as overseers, not by compulsion but willingly, not for dishonest gain but eagerly; nor as being lords over those entrusted to you, but being examples to the flock" (1 Peter 5:2–3). Three negatives and three positives. Not by compulsion — willingly. Not for dishonest gain — eagerly. Not lording over — by example. The pastor's authority is real, but it is the authority of a shepherd over a flock, not the authority of a boss over employees. Hebrews 13:17 calls the congregation to "obey those who rule over you, and be submissive, for they watch out for your souls, as those who must give account." The pastor leads, but the pastor also gives account to the Lord for the leading.
That accountability shapes everything. The pastor who remembers he must one day stand before the Chief Shepherd and answer for the way he led will not lord over the flock. He will not enrich himself at their expense. He will not push them around for his own preferences. He will lead by example — by his own walk with Christ, his own marriage, his own integrity in money and speech — and the flock will follow because they see Christ in him.
II. Kielelezo cha Matendo 6II. The Acts 6 Pattern
The first leadership crisis in the New Testament church appears in Acts 6. The church had grown rapidly. A practical problem emerged — the Hellenistic widows were being neglected in the daily distribution of food. The complaint was real. The apostles' response is a pastoral leadership masterclass.
It is not desirable that we should leave the word of God and serve tables. Therefore, brethren, seek out from among you seven men of good reputation, full of the Holy Spirit and wisdom, whom we may appoint over this business; but we will give ourselves continually to prayer and to the ministry of the word" (Acts 6:2–4).
Angalia kile ambacho mitume walifanya na ambacho hawakufanya. Hawakulipuuza tatizo. Notice what the apostles did and did not do. They did not ignore the problem. They did not solve it themselves and burn out. They did not appoint men in secret. They identified the problem, named the qualifications for the men who would handle it, asked the congregation to choose them, and laid hands on the chosen seven to commission them publicly. Then the apostles returned to their primary work: prayer and the ministry of the Word.
The result was immediate. "The word of God spread, and the number of the disciples multiplied greatly in Jerusalem" (Acts 6:7). The church grew explosively the moment the apostles delegated administrative work to qualified men. There is a permanent principle here. The pastor who tries to do everything himself prevents the church from growing. The pastor who delegates wisely — to deacons for the practical, to teachers for the educational, to ministers for the specialized work — frees himself to do what only he can do, and the church grows because of it.
Ruhusa ilitolewa, nami nikaenda nikawachukua wawili hivi.I saw this principle prove itself in a setting most people would not expect. I started out in the Louisiana prison system as a chaplain, and one of the first things I learned was that I could not by myself meet the spiritual needs of all the men in that prison. There was simply too much ministry and one of me. Then I learned that New Orleans Baptist Theological Seminary was running a fully accredited Bible school inside Angola — what some have called the bloodiest prison in America — and they were training inmates all the way through the bachelor's degree in theology. The moment I heard about that program I asked for permission to bring some of those graduates to my own prison as inmate chaplains. Permission was granted, and I went and got a couple.
Within a few years we had eight or nine inmate chaplains serving in our facility. They turned the place around. Men who had been hardened by years inside started coming to Christ. Bible studies multiplied. Worship services filled. Conflicts that the staff alone could not have addressed got addressed by men who lived in the dorms and who carried the gospel in among their fellow inmates twenty-four hours a day.
Bwana alijenga huduma kupitia wanaume hao ambazo mimi nisingeweza kamwe kuzijenga peke yangu. When each new inmate chaplain arrived, I would sit down with him and say something like this: "I am not here as your boss. I am here as your co-worker. God called you to this ministry. Find what God has put on your heart and do it." I gave them the freedom to do what God had called them to do, and they did it. I am still in contact with most of those men today. Some of them are still inside, faithfully serving. Others have been released, and they are pastoring churches and chaplaining other prisons across the country. The Lord built ministries through those men that I could never have built by myself.
Hayo ni Matendo 6 yakiishiwa. Mitume hawakuwaambia wale saba, "Mnatufanyia kazi sisi; fanyeni hasa tunachowaambia." That is Acts 6 lived out. The apostles did not say to the seven, "You work for us; do exactly what we tell you." They identified men full of the Spirit, laid hands on them, and released them to the work. The pastor who learns to do that — to identify gifted men in his own congregation, train them, commission them, and then get out of their way — will see his church do things he could never have engineered on his own.
Mchungaji anayerekebisha kiyoyozi, kusawazisha hesabu za benki, kukata nyasi, na kujibu simu ya kanisa yote peke yake hajaielewa Matendo 6.A faithful pastor learns to identify what is his work and what is somebody else's. His work is prayer, the Word, the leadership of the body, and the soul-care of the flock. Almost everything else can be done by someone else, and almost everything else should be done by someone else. The pastor who is fixing the air conditioning, balancing the checkbook, mowing the lawn, and answering the church phone all by himself has misunderstood Acts 6.
III. Kufanya Kazi na Mashemasi na WazeeIII. Working with Deacons and Elders
The two New Testament offices for ongoing church leadership are the elder (also called overseer or pastor) and the deacon. The qualifications for both are spelled out in 1 Timothy 3 and Titus 1. These are not lists for hiring. They are descriptions of mature Christian character — and they apply to the men who lead alongside the pastor.
The pastor's relationship with his deacons and elders is one of the most important he will ever cultivate. These are the men who will stand with him when conflict comes, advise him in hard decisions, share the burden of leadership, and protect him from his own blind spots. The wise pastor does not view deacons as a board to manage or to maneuver around. He views them as fellow servants, fellow shepherds, fellow burden-bearers in the work of the gospel.
That relationship is built over time. It is built by meeting regularly, praying together, studying Scripture together, and walking together through real ministry challenges. It is built by the pastor being honest with his leaders about his own struggles and inviting their honesty in return. It is built by the pastor letting his leaders make real decisions and not retreating to the position of unilateral control. A deacon who is consulted only after the pastor has already decided everything will, before long, stop showing up. A deacon who is genuinely invited into the work will, before long, become one of the pastor's closest friends in ministry.
IV. Kufanya Maamuzi KanisaniIV. Making Decisions in the Church
Different churches have different decision-making structures. Some are congregational — meaning major decisions are voted on by the membership. Some are elder-led, with a board of elders making most decisions and the congregation affirming. Some are bishop-led, with regional or denominational leadership setting direction. Each model has biblical roots and historic validity. The pastor must know his church's polity and operate faithfully within it.
But across all polities, certain wisdom applies. Decisions made too fast crack later. The pastor who pushes a major change through in a single business meeting because he has the votes will pay for it within a year. Decisions made together hold. The pastor who moves slowly, prays publicly, listens long, and waits until the leadership and the congregation are unified will see his decisions endure. Some battles are not worth fighting. The pastor who picks a fight over the color of the carpet will spend his reputation on something that will not matter five years from now. The pastor who saves his reputation for matters of doctrine, mission, and genuine consequence will find his people follow him on the things that count.
The Jerusalem Council in Acts 15 remains the model for how the church handles a major decision. A serious theological dispute had arisen — must Gentile believers be circumcised and follow the Mosaic law? The apostles did not decide alone. They did not let the dispute simmer. They convened the leadership, heard the arguments from both sides, listened to those with experience among the Gentiles, considered Scripture (James cited Amos), reached a decision that honored both truth and unity, and communicated the decision back to the affected churches in writing. The dispute that could have split the early church became the moment the church matured.
V. Kutatua MigogoroV. Conflict Resolution
Migogoro itakuja. Conflict will come. It is not a sign of failure when conflict arises in a church; it is a sign that the church is alive and made up of sinners being sanctified. The question is not whether the pastor will face conflict but whether he will handle it well.
The biblical model for personal conflict is Matthew 18. Go to the brother privately first. If he repents, the matter is over. If not, take one or two witnesses. If still unresolved, bring it before the church. If still unresolved, treat the unrepentant person as outside the fellowship. Most modern church conflict skips the first step. People talk to everyone except the person they have a problem with. The pastor's first job in any conflict is to send people back to step one. Have you talked to him directly? Most of the time the answer is no, and most of the time the conflict resolves the moment the conversation happens.
Larger conflicts — between deacons, between factions, over doctrine, over direction — require the pastor to lead with both humility and steel. Humility, because he may be wrong, or may be partly wrong, and the pastor who cannot acknowledge that loses credibility. Steel, because some matters cannot be compromised, and the pastor who folds under pressure on truth or on character cannot lead. The pastor learns over time which battles are which. He fights for the gospel, for the Scripture, for the moral integrity of leaders, for the protection of the vulnerable. He yields on preferences, on style, on his own pride, on a thousand smaller things that did not deserve a fight in the first place.
VI. Aina Tatu za Viongozi — Kisa kutoka 3 YohanaVI. Three Leadership Types — A Tale from 3 John
The shortest book in the New Testament is also one of its richest portraits of church leadership. The apostle John, near the end of his life, wrote a brief letter dealing with three men in a single congregation.
The first was Gaius — a faithful, hospitable, generous believer whose love and truth-walking were known throughout the church. John's commendation of Gaius is warm and personal: "Beloved, you do faithfully whatever you do for the brethren and for strangers, who have borne witness of your love before the church" (3 John 5–6). Every church has a Gaius. The wise pastor finds him, thanks him, and depends on him. The Gaius of a congregation is often the deacon or church member who simply shows up, opens his home, gives generously, encourages the weary, and keeps the body knit together by acts of love nobody outside the church will ever notice.
Yohana alimtaja hadharani. Wakati mwingine hilo linapaswa kutokea. The second was Diotrephes — and here John's tone shifts entirely. "Diotrephes, who loves to have the preeminence among them, does not receive us. Therefore, if I come, I will call to mind his deeds which he does, prating against us with malicious words. And not content with that, he himself does not receive the brethren, and forbids those who wish to, putting them out of the church" (3 John 9–10). Every church will eventually have a Diotrephes too. He is the proud, divisive leader who loves the preeminence — who must be in charge, who speaks ill of those he does not like, who blocks others from ministry, who attempts to control the church for his own influence. The faithful pastor must recognize a Diotrephes when he sees him and must, with prayer and care, refuse to let one man's pride hold the church hostage. John named him publicly. Sometimes that has to happen.
The third was Demetrius — a man of solid testimony from everyone who knew him. "Demetrius has a good testimony from all, and from the truth itself" (3 John 12). Demetrius is the steady leader, the man whose reputation precedes him because his life is consistent. Every church needs Demetrius men in its leadership — men whose word is reliable, whose walk matches their talk, whose testimony from the world outside the church matches their testimony from inside the church.
The pastor's leadership task includes finding the Gaiuses and Demetriuses in his congregation and elevating them, and recognizing the Diotropheses and refusing to let them dominate. That discernment is not unloving. It is one of the most loving things a pastor does for his people.
VII. Uwakili — Muda, Fedha, Jengo, WafanyakaziVII. Stewardship — Time, Money, Building, Staff
A church has practical resources, and somebody has to steward them. The pastor is not solely responsible for the budget or the calendar or the building, but he must understand them and lead in their faithful use.
Muda. Mpya zinahitaji kupandwa.Time. The church's calendar should reflect the church's mission. A church whose calendar is jammed with activities that do not produce disciples is a church that has lost its way. Periodically the pastor should ask the leadership: Is this program still serving the mission Christ gave us, or has it become an end in itself? Some programs need to be pruned. New ones need to be planted.
Fedha. Money. The pastor does not need to know every line of the budget, but he should know that the budget reflects biblical priorities. A church that spends most of its money on its own comfort and almost nothing on missions, evangelism, and the poor has a discipleship problem masquerading as a budget. The pastor preaches stewardship not by harping on giving in sermons, but by leading a church whose use of money tells the gospel story.
Building and staff. These are the largest practical commitments a church makes. Hiring well — working with the deacons and the appropriate committees — is one of the most consequential leadership acts a pastor performs. Firing well, when it must happen, is one of the hardest. The pastor who cannot ever say a hard word to a staff member will eventually have a staff that runs the church without him.
VIII. Mamlaka ya Mchungaji na Mipaka YakeVIII. The Pastor's Authority and Its Limits
Mchungaji ana mamlaka halisi. The pastor has real authority. He is called by God and affirmed by the church to lead. But that authority has limits, and the wise pastor knows them.
He has authority to preach — to declare the Word of God to his congregation. He has authority to lead — to set direction, working in concert with the deacons and the congregation. He has authority to shepherd — to come alongside individual sheep and guide them. He has authority to teach — to instruct the people in sound doctrine.
He does not have authority to act unilaterally on matters that belong to the body. He does not have authority to override Scripture for personal preference. He does not have authority to abuse his position for financial gain or for the gratification of any sinful desire. He does not have authority to silence dissent or shut down legitimate questions. He does not have authority to make himself the center; he is a servant of the Servant who washed feet.
These are not merely abstract limits; a wise pastor builds real safeguards into the structure of his ministry so that neither he nor his successors are ever tempted past them. On finances, this means real transparency: church funds handled by more than one set of hands, regular financial reporting the congregation can actually see, and no pastor with sole, unaccountable control of the checkbook. On conflicts of interest, this means disclosing rather than hiding — if the church is paying a relative, using a business he owns, or benefiting him in some way beyond his salary, the deacons and the congregation should know it plainly, not discover it later. And on dissent, this means protecting the man or woman who raises a hard question or a concern about the pastor himself from retaliation, whether that retaliation is public shaming, quiet exclusion, or the loss of a ministry role — a congregation where disagreeing with the pastor is dangerous has already lost something Acts 6 and 1 Peter 5 both assume: a plurality of leadership genuinely able to check one another.
The pastor who understands the limits of his authority is the pastor who keeps it. The pastor who pushes past the limits — and history is full of these — eventually loses everything.
HitimishoClosing
The pastor as leader is not a CEO and not a dictator and not a lone hero. He is a shepherd among shepherds, leading the flock of God in the direction the Chief Shepherd has set. He works with deacons. He listens to his congregation. He decides slowly and prays much. He confronts conflict when it must be confronted, yields where yielding is wise, and stays steady in the truth where the gospel itself is at stake. He stewards the time, money, building, and staff of the church not as his own possessions but as resources entrusted to him for a season.
When the pastor leads this way for years, an extraordinary thing happens. The church becomes a place where the gifts of the saints are multiplied, the leadership is shared, the gospel is preached, the wounded are loved, and the kingdom of God advances in that corner of the world. The pastor's name will not be famous. The pastor will not be on the conference circuit. But twenty years later, men and women he has led will rise up and call him blessed, because he was a faithful shepherd in the place God put him.
"Na Mchungaji Mkuu atakapodhihirishwa, mtaipokea taji ya utukufu isiyokauka" (1 Petro 5:4)."And when the Chief Shepherd appears, you will receive the crown of glory that does not fade away" (1 Peter 5:4).
